Problem with drapes

Just bought new drapes for one of the rooms we're redecorating. Love the color and the look except they 'flare' out at the bottom so they mostly cover the window without being closed.
How can I get them to hang straight? The tops are fine, very nicely lined up. But the bottoms are all over the place. I'm afraid one of them will end up in the fireplace. I have them weighted down right now but can't leave the weights on.
Should I try to steam them?
 
Slide some heavy washers in the hem to permanently weight them down. I have used this trick and it worked like a charm. But, of coarse, you can not do this if the material is sheer.
 
You could try steaming. I was also going to suggest some weights. Flat washers could be put into the hems. Or you can buy drapery weight cording at fabric store.

Right now I have bag clips hanging from them! I almost took them down to return. Was going to get a heavier weight drape but will try the washers instead.
They are not sheers.
