I have never seen this before but just did and I kind of liked it, what do you think (could be an off season promo):
if your B&B is in North Carolina:
"10% off your entire stay for North Carolina Residents" (as an example) discounts are before room taxes.
 
I think Disney does that. Good idea. We are very into marketing to locals, especially city folk who need a break.
 
A staycation? We did that a few years ago. Back when it was a 'thing'. It was a pain. Not that it's a bad idea. It's a fun way to get more guests in house from nearby. The problem was with the people who wanted the discount because they lived in the next state. Or they were coming to see someone who lived in this state. Or they wanted to come at a different time.
Kind of the the same problems as any promotion.

You could always say that the reservation must be made online. The credit card must be in the name of the guest. CC billing address must be in state.

Drivers License would work. I get a lot who come in rentals. Either they do not want those miles on their own car (could be a lease) or they fly in to Pitt and rent a car as our daughter does.
