Well, after weeks of spinning with our offer, we finally have some news
We would be much further along, except as I said earlier, the house had been vacant for awhile, and its CO and any legal uses expired. This took awhile to sink in for both sellers and buyers, as zoning officer did not come out and say this.
Anyway, made requirement that seller get new CO. It just got approved today. Unfortunately, they approved it as 3 bedroom dwelling, even thought it has 6 usable rooms. Have not dug down into this, but it may relate to either fire exits, room sizes, septic system capacity, or other item. Need to follow up to get clarifications this week.
 
They usually allow zoning according to what the septic system can handle. Probably 3 bedrooms is what it shows the house as having. I still don't see how you can do 6 bedrooms and 6 bathrooms in that size of a house.

Quite likely.
Currently has 6 rooms and 3.5 baths. Was planning to upgrade the half bath with a large shower area, for disabled...
 
Update.
Some confusion. Seller got the CO. When I read it more carefully, it was approved for 3 Bed, 2 bath. SO:
I called the seller broker and asked why a place with 5 usable bedrooms and 3.5 baths was only approved for 3 bed, 2 bath?
She said it only had 2 bathrooms. I said I have pictures of 3.5 bathrooms. So she is contacting them to update the bathrooms.
When I asked about the bedroom limitations, she was of the mind that it was due to septic limits and that 1+ rooms did not have closets. Both make sense and are good news (still plan to confirm with zoning officer, but no hours today). As I said, I don't mind upgrading septic, but I don't want to have to run a couple extra flights of stairs or spend $60,000 just to get use of other rooms.
Yes I know I still need to vet it for B&B (it is commercially zoned former model home). But I led off with requiring them to get it approved for single family house, as if there were issues, THEY would have to fix them.
Their broker said that Zoning officer said it was in great shape when he went through. When I went through, there were holes in the drywall everywhere, as it had to be remedied for black mold. Wondering if we are talking about the same place. :)
Next steps are bringing in a commercial inspector and an architect...
