So we were all wondering why the change in our Googe 'Big Box', here is an article that provides more incite.
"The “Book on Google” initiative initially comes through a partnership with Sabre,.."
'"For hotels, the commission program means they are likely to get more conversions from Google when travelers book directly in Google Search, Google+ or Google Maps because consumers aren’t getting lost in the handoff from Google to the hotel website."
We can be certain that the highlighted statement above was from either Google or Sabre! Who gets lost when clicking a direct link!

So properties can sign up (how unknown) to appear the guest would be booking DIRECT with the property. See the example in the article.
The author compares the TA version (Instant Booking) to this one with the exception that the TA version does not process the credit card, it turns it over to the property.
The article also states that neither TA or Google have a customer support staff to handle issues. DUH!

By consumers getting lost, I think they mean Google is losing them as customers when they are handed off to the hotel website. Google loses their commission when the consumer books direct with the hotel. They no like.

When you read the article

you will see that this statement was written as if it would be a PLUS for HOTELS to buy into this new Google concept.

.
It may be that by "getting lost" they mean that once the person ends up on the hotel's website, they don't end up making their way to actually making a reservation -- for any number of possible reasons.
So maybe the thinking is that by introducing the opportunity to book earlier in the "sales funnel," that prospective guest will go ahead and book instead of getting "lost" following links to other websites...
(maybe I should just read the article, instead of speculating off the cuff? ;-)
