... When the caller ID shows just a city + state or city or state when the call is NOT a telemarketer? 0%? Under 10%? What's your experience?
There is a bit of dissension in the ranks as someone will not answer the phone unless there is a name showing, not just a phone number with city/state.
 
When I get a wireless caller with number I answer it and 90% of the time it is a legitimate caller. But I never answer the city, state, number calls and I have never had them leave a message. I always goo gle the number to see if it is a legitimate number but 99% of the time it is listed as a telemarketer by other users. So I just put that number on my nomorobo list and they don't get through once the robo computer checks them out.
 
Just City/State is 99.999% dead air or robo and of that 98.5 are dead air calls.
 
Slightly off topic....last night around 9 pm a call came in from Am Ex on the caller Id. I didn't answer it and they did not leave a message. Today another call came in from the same source but I took it because I was sitting at my desk, responding to inquiries for reservations.
AMEX: "Can I speak to the person who takes reservations"
Me: No.....loooong stunned pause
AMEX: Is there a reason I can't?
Me: Yes, we don't take Amex
AmEx: Oh
Me: Bye, click
But that is not the end of the story.
About 5 minutes before this morning's Am Ex call, I had responded to an e-mail inquiry that arrived last night when my computer was shut down for the night. After the Am Ex call the phone rang again. It was a guest who explained that he sometimes deals with the AmEx concierge to make reservations. The rep had relayed our recent "conversation" to him. I laughed, explained that we get tons of unsolicited calls from credit card companies and apologized if I sounded abrupt. We had a laugh and he booked. In fact he booked for 5 nights instead of the 3 that we was originally asking about. So no harm done.

in the UK they do a small business rate now only same as Mastercard and VISA do they not do that in the USA?

No. It's still anywhere from 3.5 to 4.5%.

Wow. I got GeyPayd just to get a 2.65% rate with Amex. I asked them if they would match the rate so I wouldn't have to run it through my phone... they said no.

No. It's still anywhere from 3.5 to 4.5%.

then I would be asking why the UK gets 1.25 and you don't
