Packages: Add-On Price better than Comprehensive Price

Quick question on packages.
Our reservation system is set up so that if people want to buy a package, it's added on to the price of the room and the customer is given a flat total for the 2-nights stay and all the extras they get as a result of the package.
Do most of you price your packages so it includes room charges? Or as an add-on cost to the price of whatever room they choose?
Our room prices can vary by as much as $100 a night, so our options are to market our packages as either
a) "Only $199 per couple (room charges additional)," or
b) "Packages from $399" and then have to constantly explain that since they chose the most expensive suite it's going to be $499, not $399.
Opinions? Ideas?
 
Mine are separate on the side. They choose the room and then the add-on package.
 
Mine are package price and the price of the package is based on the rate of the most expensive room. I have 3 or more items in the package so they cannot subtract out to price the individual items. Room rate is posted on the website, but the prices of the other things are not.

I have a chart on the package page showing the total cost of the package by room and season.
You have to call to book as I can never get the price to work out the same on the booking engine. (Mostly because I round the total when I write up the package and there's no way to do that on the booking engine.)
I've tried doing it as a set fee, but then the website is wrong compared with the booking engine. The guest gets a price of $535.67 when they book and the website shows $539 because I round.
If all the rooms were the same price it would be easy.

We rarely do packages, but when we do, we set the rooms all at the same price to keep it simple and that's where we give a little discount if needed.
