I have wondered if the resort chose to not move us because we booked our stay at a very reduced price. I'm a bargain travel shopper. We search and search on the internet & travel agent until we get the absolute lowest price for what we want to do. We met another couple there who had stayed there before and "got a great deal", but in our conversation, it turned out that we actually paid $1,000 less than they had. I'm wondering if it was more profitable for the resort to have us a little upset since we paid less than anyone else, and not upset those that paid more?

Not just big hotel chains, we have a large B&B here that does just that. They currently have a scathing review on TripAdvisor.

It really depends on the hotel but no they don't sit determing who paid what as to who gets moved or walked, but "repeats" are of course the last to be walked, the first to be upgraded
Often the decision is based on the number of nights you will be staying, your arrival date, how many people in your room etc. "Most" people are happy with upgrades but sometimes as you experienced, it's not always better

I just checked our resorts TA and they have a new bad review that complained about the same thing that happened to us. Seems to be a pattern. But they're still rated #1 on TA because the rest of their service is so wonderful.
 
when I worked in large hotels under one general manager it was policy to always be overbooked by at least 3 rooms where possible. But it was us on the front desk who had to deal with the people but I always waited till till the day as some people were happy to be moved for example (this hotel had 30 parking spaces and 80 bedrooms so parking was bedlam) the couple spent 45 mins trying to park so I said I can offer you a room at another hotel with a massive car park, same price and 4 star (that one was 3) and they were like right where do we go? If they had done this with you or rather people previous to you then perhapse everyone would have been happy.
