Charging for spa use/propane costs

Hello!
We are new to this and we are having a difficult time figuring out a solution. Our backyard with spa is our biggest asset, unfortunately it is heated by propane and our cost is $20.00 per hour to heat it. We give guests an hour and a half of spa time with every paid night of stay (1/2 and hour to heat it and the next hour they are in it.)
The problem is at that point it has cost us $30.00, our net per day is only 136.00 so that is being eaten up quickly!
We thought of charging $20.00 for each additional hour that would just cover our costs. Any other ideas? How could we gracefully approach this with guests?

You have two choices - if the spa is your biggest asset, and most people plan to use it, the cost should be built into the room rate, as our breakfast is built into ours.
If only a few guests opt to use the spa, you can certainly make it available as an "add on." Room Rate - $150, Special spa package, $170.
If you do it this way, you then have to police the spa use.

Or look into adding a wood fired heater and use that to get it to temperature and then you could always use the propane heater to maintain the temperature.

Random thoughts:
Sounds expensive, how do you purchase your propane, would a larger bulk tank or different supplier be less expensive? We use a 350 gallon tank that supplies water heater, kitchen, clothes dryer and some heat.
Could you put a clock timer on the burner, set so burner runs for 1 hour and shuts off, guest can play until it becomes to cold to be enjoyable.
Assuming you have multiple guests at the same time can you limit use time and book appointments back to back so as to only need to run the initial warm up cycle once and first guest knows to depart when second guest arrives for his/her turn at the spa.
