I guess you could look at it this way...you build a nice little, quiet business in your home and the folks next door decide that a dog sitting/kennel service is what they'd like to do. Or, an empty plot of land across the street would be the perfect location, according to someone, for an all-night diner/gas station/strip club. The neighbors behind you want to land their Cessna in the backyard, so they add a string of 1000w lights along the fence line that keep your guests and you up all night. All of it is ok, because it's what they want to do.
It's a pain, but sometimes the rules are there to help everyone play well together.
