I just wanted to pass along some experience I have, for what it's worth. My luggage racks are like in the photo below, with a thin wood rail at the bottom of the legs to brace things. Twice now I've found these little braces broken and I'm quite sure it's from guests stepping on them as they go to their suitcase (at least that shows me they are using the luggage rack).
It's an easy fix with a little wood glue and a clamp, but better to avoid the problem by selecting a different style rack in the first place. My advice is that you look for racks without this brace. Also, latest advice I've seen is to go for metal luggage racks, as the wood ones are more likely to harbor BBs.
