I am split on this one...yes, it can be an onerous task to retrofit an old building, OTOH, how much is a life worth?
I have an historic building. Sprinklers were required when the building was turned into a B&B. But that is a town reg. It may be statewide at this point, but I doubt it as I stayed at a hotel that did not have a sprinkler system. Yes, it costs money to do this work. Running all the pipes thruout the house is quite the task.
I think the owners there should be quite honest with the town/state and say they are willing to work with them to accomplish the retrofit BUT, they need monetary assistance to do it. A grant, a low interest loan for the system. It's the repair work after and the loss of revenue that might not be made up. However, this area has a dead season, too, and that should be worked into the retrofit.
Quite a few guests have happily commented on the system I have. Quite pleased to see it in place and mentioning not seeing it at other places.
If we were to reno the 3rd floor, we'd have to run that system all the way up. I would also, required or not, put in fire escapes from the top floor.

During our State Fire Code battle, a State Fire Commissioner - an architect - told me sprinklers are to protect property because the temp required to set them off will have already turned people to toast.
Our solution to the problem was to require a metal folding ladder in each guestroom - they cost between $60 and $100 each which I consider a reasonable cost. Many of our inns are not on city water and for a sprinkler system, they would have to have a pressurized water tank for the sprinkler system - beaucoup expensive. Unfortunately the Legislature did not agree with us.

Just looked at it again...they have already dragged their feet for at least 6 years on this. If they were 'contentious' in 2004, they were certainly that way for years prior and right up until now.
If they were wise they have a rainy day fund and they've been socking away money a little at a time to eventually pay for this. Altho with the past couple of years, that may not have been possible.

I'm with you on this. The expense is often daunting but the alternative is just not at all acceptable.

I have one such ladder (brand new in box) that my daughter was required to have for her college days...obviously never used (thank goodness!) but if anyone out there wants one...let me know! I'd be willing to let it go for $50! Clear up some shelf space!

It is typically the third floor lodging that changes the whole code - the price is 1/3 if you use fire dept approved pvc pipes. This was something we would have had to do at a B&B we nearly bought and backed away from fast. The current owner was operating plenty under the table.
